Rich Yes they are prefilled but not fully filled. I liked them myself. The seals are made of nylon and silicone rubber. So far no leaks. Been using them from 1 16 to 1 12 scale rc. By the way I filled them all the way to get the most dampening action.

Rich 7.4 up to 14.8 volts

Rich Yes it can handle 4s using 80 amp esc for about a minute of full throttle then check esc and motor temp. Any higher amps would only use 3s.
